This means that your plan is not feasible according to the model data generated from the EMF 22 scenarios http://emf.stanford.edu/research/emf22/ The proposals will be judged based on feasibility so if you think your plan is feasible, you should include an explanation for why the models are wrong. And at least two of the EMF modeling teams (FUND and MiniCAM) project that the emission trajectories prescribed in this proposal are feasible. I hope the authors can keep working and flesh out this plan, esp. the section on feasibility.
