All of these proposals advocate open source/crowdsource IT mechanisms to speed response to climate change, at least as I read them. Your proposal is based on corporate models but might work as well in the open source community. It seems we each have different parts of the puzzle and should consider collaborating whatever the outcome of the contest.

Overall assessment:
Good coverage of how IT tools could be used, but team should try to list in more detail what actions they would recommend in such areas as regulation and changing economic incentives/business climate.
Specific comments and suggestions for improvement:
- This proposal is a well thought out analysis of how to set up the information and management infrastructure of "Sustainable Develpment Planning" in a country like India. The authors are a bit vague about what this infrastructure will actually manage.
- Well developed elements of a plan to move India into a green, sustainable economy. Needs perhaps some focusing.

The team is currently working towards improving the proposal. Some improvements can already be observed. It will be really nice if judges give some opinion about the regulatory aspect.

Dream for a Green Future - Reviewer
This is a wonderful utopian concept that is linked to pragmatic tools for achieving it
The comprehensive nature of this proposal is truly impressive
The use of recognized models, methodologies (LCA, Systems Analysis, etc.) reveals a deep knowledge of the issues as they [pertain in India
The proposal recognizes the difficulties and barriers – corruption, poverty, structural institutional and governmental barriers and tries to address them through multiple routes
The metaphor for the project (the tree at the end with its multiple roots demonstrates a high level of visioning by the proposers

I'm sorry, but I can't see any way a government-based initiative will ever work. This whole proposal seems to be about giving the government ways of judging how environmentally friendly companies are and how to do top-down collectivist planning. What a government would do with this information will most likely be convoluted, expensive, and unsuccessful.
We can't move forward with environmentally sound solutions if we do it with a fully blunt tool like a government. If improvement is going to happen, it will be through technology, not bureaucracy.

I would like to give one simple reply to you.
"You can hate IMF or love IMF but you cannot ignore IMF."
The same words are applicable in case of government as well.
You can have great technologies in place, but their will hardly be any buyer if the macro scenario is not suitable. That is where the role of policies come. You or me cannot make and implement public policy. Government has the authority to do so. It is our duty to debate and discuss with the government about our future. "Dream for a Green Future" is an attempt to do so.
This contest tries to come up with some new thoughts that can be presented to policy makers. I guess it will satisfy you!!!

Technology sure has the power to bring about change, be it good or bad.
Embracing IT in a full-fledged manner is the need of the hour. India is making headway here with National e-Governance plan and the Aadhaar UID programme. It would be great if the policy makers could integrate these programmes, (after public deliberation) with the green initiatives mentioned in the proposal, with the Indian IT infrastructure at a nascent stage. It would then be a lot easier to scale and maintain these services with ballooning Indian population.

This very portal is an instance of IT giving voice to concerned and informed people in service of sensemaking. The "Dream for a Green Future" proposal seems similar, but, as was suggested by another commenter, perhaps there is a closer engagement with governments than would be suggested if the proposition is to engage citizens -- in any country -- in free and civil sensemaking conversations. Still, I like this proposal since it has elements that I think belong in any "knowledge garden". A few additions, say, MMO features (massive online role playing games -- think: WorldOfWarcraft meets sensemaking) and you attract citizens of all ages to participate.
