Trading can increase the production of commodity being traded. So emission can possibly increase by emission trading since emission is the commodity. Need of different name/perspective for this, it seems to be it was called as 'Emission Reduction Trading' during its inception but somewhere the term 'reduction' is dropped out and currently the emission is traded. Need some terminology like 'scrubber trading' (en.wikipedia.org/wiki/Scrubber) by more trading more production of scrubber so reduction of the emission.

This is a great idea for measuring emissions and taking actions to reduce those emissions. Could you go into more detail about the trading scheme? What would be the motivation to participate in it? Is it voluntary or mandated by the government?

It can be a voluntary involvement for start, due course of time based on the dispute resolution or trust level of users/public it can be made into mandatory. In system side, it would be just to give the information/sensitize about how much emission would be generated by a person travelling in different mode of travel from bike to car travelling in a particular location under the specific environmental condition. For example, in Google map if you are entering the travel destination for travel route, it intends to give the best probable information on emissions if you are choosing different travel mode by using open system of environmental monitoring and modelling.

Hurrah!, the basic tools helpful to experiment this proposal has got funding. National Spatial Data Infrastructure, Department of Science and Technology, Government of India has sanctioned amount of about 22,000 US$ to setup air pollution monitoring devices(air quality eggs) in Coimbatore city with all computational and other basic facilities. The objective of that GIS and engineering project consists of to setup sensor observation service for those air quality sensors, develop air pollution modelling web processing services, test and validate sensors data for that modelling purpose and develop mobile based public dissemination tool about the air pollution levels.

Good idea, but needs elaboration with actionable specifics. Correct the omission of some of the references in the proposal. Include plan for a prototype phase; this should be a must-do for further support of the proposal. Needs good project management - this is a risk area for this proposal.
