Feasible and well-presented, but could better articulate how the proposal will upon existing literature in a meaningful way. Also, it seems focused on developing policy recommendations, not shifting public perceptions. Proposer Response: Thank you and I thought this might be a problem. I did the best I could fitting within the submittal format. In a nutshell, my fairly extensive review of the existing literature is that it is extremely limited on how to arrive at any sort of a comprehensive national policy, much less a public policy input process ala the referenced BRAC process. Likewise, I did the best I could to describe that my proposal is a precursor to developing a national dialogue within the envisioned policy process, again ala a regional hearing approach as in the BRAC process. The sought consensus would be the shift in public perception. But I would have needed about another 50% more space to address these two characteristics of the proposal. (It would been helpful too if the format had an underling function!) Overall a worthwhile experience in forcing me to get this long standing idea on paper!
