Congratulations -- this proposal has been selected as a Finalist!

Comments from Judges:
This is a viable, well thought-out idea with strong potential that could effectively solve a very important problem.

- Novelty: While vocational high schools are not necessarily a novel idea, it is a good one.

- Workability: Realistic.

- Effectiveness: Proposal could benefit from better articulating how a better trained workforce could have significant impact on increased energy efficiency (EE) in buildings. Also, there will likely be incremental benefits associated with better trained technicians but there are probably other factors which would effect EE in buildings to a greater level.

- Thoroughness: Comprehensive.

- Presentation: Good and could be made even more concise.


Some other points that would need to be addressed for effective implementation:
- Starting in ~10 years, I would expect machine learning systems to effectively replace some portion of the diagnostics capability that new BAS technicians would deliver.

- How effectively can BAS technicians be trained with the skills to significantly increase controls performance? For at least a decade, a significant challenge has been that people with the necessary programming skills could command higher salaries in the IT field than in building controls.

I'd love to see a program like this broadly implemented. A well-written problem statement and approach the problem but I'm left wanting much more. You mention 2066? as the end date for the "medium-term phase" of this project, but yet provide no other information about the proposed phases and dates. And a $1M budget? You need to start somewhere, but this won't get you far at all - and the level detail you've provided (none) about how it would be allocated and over what timeframe doesn't give confidence you have an actual plan for implementation.
