There should be much more discussion on this project. It is about avoiding heartbreak and suffering on a large scale. The "Farmers" experience and the other points are excellent, but suggest each point made involve extensive input from those who actually experienced disasters. Bringing many people together who experienced disasters, can reduce your statement time line significantly: "Generally, the project time line in short term 2-5 years for baseline survey, creating awareness of local communities, building networks." I think the general description of this project is integrating almost everything related to Community Based Adaptation, I would only add the importance of developing guidelines for supervising infrastructure in order to assure minimum requirements in local infrastructure particularly in schools, buildings, hospitals, etc. Additionally I would categorize the level of vulnerability depending on the local ecosystems where these communities are based. Finally I would also suggest the component of natural resource infrastructure such as mangroves and wetlands as part of an strategy to reduce vulnerability.
