Your proposal, while interesting in itself, does not address the actual contest prompt. Even though population growth is a major factor that affects consumption and climate, there is not much that can be done right now to stop it. Research suggests that population growth is already decreasing and that the human population will reach its peak in less than 50 years. Many developed countries, which have the highest consumption already have negative population growth. The problem is thus not the population itself, but the consumption per capita.
