This technology relies entirely on SmartPhones which are still not widespread, too expensive and needs 3G networks, all are challenges in developing countries especially in remote and rural areas. Application would be limited to urban areas and to those who can afford SmartPhones, thus creating more inequality in those who access information and can receive alerts.
The proposal is attempting to do too much, in fact almost everything at the same time - an early warning system dissemination component, a mobilisation tool, an assessment and feedback tool to agencies, etc. What isn't clear is where one ends and the other begins.
As a starting concept it's fine but the details aren't really worked out in a way that shows an understanding of how EWS work, how aid agencies rely on them or how an App that can do "everything" could be of use to aid agencies. Initiatives like these usually start in a very specific context, are piloted on a limited scale first and then evolve and develop through trial, plugging in gaps and adding further functions when the application and technology prove viable and there's an uptake by users.

Judges'' comments
We like the idea of a simple product that can be distributed en-mass in a disaster situation. The benefit is not so much in the immediate disaster impacts but in the more prolonged recovery phase as a means to monitor who has received what assistance.
Language barrier and social resistance to the idea of being tracked should be addressed. This proposal would gain from having visual representations and more details on the cross platform mobile App.
