Crowdsourcing Early Warnings for Flash Floods by Team Anu

Flash floods are infrequent, so designing a system just for this will have a tough time getting a user base that is broad enough to have a real impact. Such systems have been designed elsewhere. It appears that the key is integration with some community-social network that reaches the population at-risk. This important social component is not addressed in this proposal and would merit further considerations.
