You mention that the "application can work on low cost android and windows phones. So many users of this system can just download on their existing phones to carry out necessary user check ins and reading and updating information".
What if this same app. would send every x minutes your location and consequently allow not only rescue teams etc to know were you are in between checkpoints, but actually know exactly were you are.

Good idea. Currently when user gets the tag, user can opt for SMS pack which costs Rs.25 (close to 50 cents) which will send SMS to the user's emergency contact whenever user passes through each checkpoint.
The feature you are mentioning could be used for emergency rescue team and ambulance/air lift team. Definitely possible :)

In case of climate change, calamity, we cordon off people to safe site and make sure they get necessary medical treatment, or moved to rehabilitation camps, or discharged. Relatives and friends of people who have been ,cordoned off can get to know the status through this system.
In case of DRM

I will answer this with two scenarios
Scanning a tag is to make that person accounted. There are two kinds of apps. On that scans to count without revealing the details of the person. This can be used by specific set of people at checkpoints. Only dedicated set of people who need to know who this person is, like in police, previous medical history, like in doctors will be shown info about the people. Count will help the relevant rescue personnel to identify number of people between checkpoints. Consider there are aged and physically challenged people in that area. If there are x people of that category, you might send y choppers or z ambulances etc., compared to x+10, where you send y+m choppers, and z+n ambulances. This info is only available to specific individuals not everybody.
We can open up the database of people who are deceased. If the person has survived, if someone is requesting information about the missing person in question, relevant documentation has to be provided to ascertain the relationship before acquiring the information.

As and when people are moved to specific area, they will be issued a band and info about them are collected, and fed to a system that tracks the whereabouts through out the process.

As part of the plan, we are expanding a scope to provide each user who registers, with an app that can send SOS, alert authorities with pictures of the event etc with geolocation that can help authorities to address rescue and evacuation.

Original idea was to address Chardham incident. At specific checkpoints, user can register for small amount and also opt for SMS to their emergency contact when they pass each checkpoint. They will be explained the advantages of such system, like how their info will be used during the whole process.

At the end of journey or once person gets discharged from hospital or rescue shelter, we can collect back the band and archive the information or delete the information from the system, which takes care of privacy issues and limit the misuse.

Combining Helio Laubenheimer's question and Khalid Bahauddin's question, it gives me another idea that will be complementary to this proposal.
If we know that specific are is prone to natural calamity like floods, hurricanes, we can issue them bands before hand and collect the necessary info. Each tag can have emergency contact number and user identification number. They can use the app to trigger a rescue request or alert the climate change with their identification number. That can help rescue team to coordinate a targeted rescue mission.
Also once the app triggers a rescue request, we can keep sending sos in the background at regular intervals to help rescue know where they are. Also we can build a way to let rescue team and the user communicate.

We like the idea of a simple product that can be distributed en-mass in a disaster situation. The benefit is not so much in the immediate disaster impacts but in the more prolonged recovery phase as a means to monitor who has received what assistance.
Language barrier and social resistance to the idea of being tracked should be addressed. This proposal would gain from having visual representations and more details on the cross platform mobile App.

It is not the services that are existing matter. It is a concept that bring all of them together, making sure they work together, everybody on same platform, simple solution, easy adaption, and execution that matters. If you read through the proposal, you will find innovation on implementation and execution.

I am a consulting architect for many companies. Whenever I get time during my visit to their offices, I tell people about this project, ask their opinion, contribute their ideas to make it better, and to support the proposal. Sometimes, I post on fb/twitter about it. So, you might have seen a spike in people supporting at some intervals. Nothing unnatural about it. I request you to support the proposal, if you like it.
Please do go through the proposal, see if something can be improved, better way of addressing than the way I proposed, and share it with me. It will help me improve the proposal. Sole purpose of this proposal is to make sure people in disaster prone areas get alerts before the disaster strikes and save themselves and their dear ones in time. We have started working on the next iteration of the app. Soon I will share the updates here.

Application would be limited to urban areas and to those who can afford SmartPhones, thus creating more inequality in those who access information and can receive alerts.
The proposal is attempting to do too much, in fact almost everything at the same time - an early warning system dissemination component, a mobilisation tool, an assessment and feedback tool to agencies, etc. What isn't clear is where one ends and the other begins.
As a starting concept it's fine but the details aren't really worked out in a way that shows an understanding of how EWS work, how aid agencies rely on them or how an App that can do "everything" could be of use to aid agencies. Initiatives like these usually start in a very specific context, are piloted on a limited scale first and then evolve and develop through trial, plugging in gaps and adding further functions when the application and technology prove viable and there's an uptake by users.

There are two mobile apps, one for citizens and one for volunteers. In the proposal we have said that the citizen app will be built using phonegap which makes it available across many smartphones which addresses iOS, Android, Windows Phone, Blackberry 5/6/7, Symbian, Bada and webOS all with a single codebase. If no 3G/2G is available, the app will send alerts through SMS. We are also looking at a possibility of introducing a very simplified registration for feature phones, where they can register for disaster alerts via SMS.

I will post all the components in a diagram in the comments section of the proposal soon. This will also cover the end to end flow. I will reply to this email with the link to the comment. It might seem that we are doing too much all at once. But all the mentioned components are essential to have unified way of crowd sourcing disaster information, information processing, confirmation, alert issuance and follow ups.

I totally agree on the adoption and acceptance timelines. Effort will be getting aid organizations on board, pilot the apps, get go ahead, integrating with existing systems etc. This is where we hope, MIT as a brand, can help make it fasten the process. With the technologies we are proposing, implementation/customization can be addressed in shorter duration, hence time to market will be less. We are prepared to go the whole length of implementation.
