This is just a proposal to do general research into geoengineering, including governance, isn't it? Author doesn't seem aware of existing body of research. No explanation about how this project would move us forward. Not clear how budget has been estimated.
The proposal isn't really responsive to the contest. The contest asks for suggestions re how to govern CE. The proposals says "we'll do research on these questions"
Anita and Ben: Ultimately there isn't enough specificity to your proposal to advance further, but its important to keep thinking about geoengineering and its broader social implications. Both of us hope you'll keep considering the issues and dig deeper into the literature.
