Proposal somewhat difficult to understand. What concrete actions are being advocated? Proposal makes statements on results and benefits without really explaining how they would achieved. Basis for selecting sub-proposals was not clear. Proposes everything as it is claimed the proposal is universal. It would perhaps have been better to focus on a few subproposals with clear links between them and the primary proposal. Author despises models, so the analytical basis behind the proposal overall comes into question.
