This seems like a really interesting idea, however i have a question about the fee-and-dividend idea. If a carbon tax placed on the extraction of oil was significant to discourage it, wouldn't oil companies simply increase the price of oil negating any effect that the distribution of the collected funds would have?
just something to think about.

Yes, alexkrotz, the oil companies would increase the price of oil That's the main purpose of the fossil fuel fee side of the fee-and-dividend proposal - to increase the price of fossil fuels (by including some of the cost to our environment) in order to make alternative forms of energy more viable and attractive.
Distributing the collected funds as a carbon dividend would have several effects, including making the fossil fuel fee more palatable to the majority of the population.
It would also have a re-distributive effect, in that those at the bottom end of the economic spectrum would spend less on the fossil fuel fee than they would receive from the carbon dividend.
Moving up the economic spectrum, those with multiple residences and private jets would pay more of the fossil fuel fee but, because the carbon dividend would be the same for everyone, they would receive proportionately less of their annual income that way.
Those with extensive holdings in fossil fuel industries would pay the most.
The overall effect would be to address two of our most important problems: climate change and the increasing inequality of income and power.

The idea is really good and infact all global leaders and countries would agree that a carbon tax would be effective way to manage climate change. In fact the market based instruments such has CDM, JI and other framework had come into force because EU and other countries took targets of reducing GHG. All these mechanisms had started during 2005 and lately have lot steam.
You could add more elements on getting UN and other international agencies on board and than pushing the petition agenda.
The cost assumed is also high. You could consider using IT tools and smartphones to reduce these cost drastically.
