What you are proposing is not really all that nascent. There are plenty of mathematical models of traffic flow that use linear algebra to study optimizing your proposition. In the case of a great deal of municipalities, it's just a matter of these municipalities having enough staff dedicated to retool their traffic flow algorithms.
