Love it. I've thought about this for years. Between the mini windmills and solar panels, cars can put power back on the grid. http://en.wikipedia.org/wiki/Vehicle-to-grid

nope, Increased drag means more energy is expended pushing than can be recovered by turbines.

There is another proposal with the same idea in this contest section: "Harnessing the energy of the wind generated as we drive through the atmosphere ." Unfortunately, this idea is facing the same problem that you have: the energy that your car can extract from the wind mills attached is just as big as the additional drag the wind mills cause.
