"This reads like an academic paper, but I don't think it is specific enough, nor does it give enough thought to how the approach could be implemented. I'm also not sure that implementing the SDG is really innovative. The summary provides an overview of the problem, but not the solution and it is not clear until many pages in that the focus will be on SDG 7. Comments on this proposal suggested ways to cut and focus the message, but it doesn't appear that this advice was heeded. Although if implemented the benefit could be large, the strategy for implementation is lacking in this proposal."
