U.S. Carbon Management in the Post-Cap-and-Trade Carbon Economy by Carbon Management

An intriguing idea that is not fully developed. More details on the policy advantages of using such a complex and abstract metric as the basis for emissions management would be helpful. More details on the political, economic and social implementation of such an accounting rule would also be welcome. An interesting proposal, but in need of some additional details, namely the mechanism(s) for keeping carbon parity across countries.
