@michael123 - While you're totally allowed to submit a proposal to multiple contests, you can't just copy and paste it word for word. After reading the proposal you submitted to the Geoengineering contest, it's clear that you're proposal is technology rich, however for the U.S. Carbon Price contest we need to see more policy detail. How does your proposal integrate with a carbon price? If you can demonstrate obvious synergies between geoengineering and a carbon price that will certainly help your cause (since in my opinion geoengineering and a carbon price oftentimes seem at odds with one another; after all why tax carbon emissions if you think you can simply remove the carbon later on?).
