Interesting feature of this proposal is it can be implemented along with almost any other plan. For example, the benefits compound for the company that cuts carbon emissions and buys offsets. The coin would be a financial boost while spending less on carbon taxes.

Based on issues with existing allowances and their markets, it is hard for me to see how this would work to produce meaningful results anytime soon. The presentation does not persuade me otherwise. Creating an artificial currency to incentivize carbon offsets seems a bit of a Rube Goldberg answer to the problem - too complicated to understand easily and quite likely to go wrong in some unexpected way. Nor is it clear how it leads to a conventional system of carbon pricing, which was the question being asked.
