Reduction in noxious air pollution raises surrounding land values, this increased value could be captured by polluters.


Description

Summary

  This idea is to fund further improvements in sewage treatment facilities and other noxious polluters by creating systems which transfer increases in property value into the treasury of these treatment facilities.

  From personal experience, I've noticed that improvements in sewage treatment technology has raised the value of land surrounding the facility.         They've reduced the noxious odors from a radius of 2 miles to 1 mile, raising the value of the land, which allowed new housing and businesses to enter the area.

  The land that is occupied by sewage treatment facilities is always valuable waterfront property.  It's always in densely populated areas where land is scarce.

  Noxious pollution, unlike other kinds of pollution, is a local problem, not a global problem, it is a much easier fight at the district level with small campaigns.  This solution is a win/win for constituents and polluters.

What actions do you propose?

  I propose creating a virtuous cycle for sewage treatment facilities which drives air pollution toward 0%.
  This can be accomplished via locking the taxes collected by the city and county at it's current levels, and allowing the facilities to collect taxes which exceed the current levels.  This can be collected via increased house prices in these areas, an influx of wealthier homeowners, increased business revenue and more construction. 

  The money provided to the sewage treatment facilities will buy newer, more efficient technology and provide larger R&D budgets for these kinds of technology.
 


Who will take these actions?

The polluters and constituents should demand that their local government pass laws which enable these virtuous cycles.


Where will these actions be taken?

A few cities should have communities vote on this issue, if passed, these cities should be the example for other cities and treatment facilities to emulate.
