Angkoters is a sustainable project to support the increasing use of public transport in Indonesia. This project is a social media integration and networking for sustainable transport through digital communication with creative and innovative ways. 

Jakarta metropolitan area (Jabodetabek area) will be a pilot project then it wishes to grow spread out to all cities in Indonesia. This area is urban with the high vehicular growth but it is dominated by private vehicular. The number of private vehicles was 98% and 2% of the public transport, while routes to personal vehicles were 44% and the public vehicles was 2% (Dishub Jakarta, 2011).

The challenge of this condition is how to make the people interested then they move to use public transport. By using public transport, it is wished to give positive impact to sectors that related to transportation. For examples : improving the quality of life and a healthy natural environment; contributing to better safety, security and health; promoting equality of opportunity; reducing carbon emissions and supporting economic growth. Therefore, to answer that challenge, the project offers easy concepts to access and share information and expression related to public transport through mobile device by social media integrity concept.

What actions do you propose?

Jakarta is the capital city of Indonesia which is about 661,52km⅞ in width (the sea width: 6,977,5 km2), with 9.588.198 total population(2010). Jakarta metropolitan area (Jabodetabek also known as area) has 28 million total populations which is the biggest population of metropolitan area in Indonesia and the sixth in the world.

Jakarta provides roads and motorways that link every city, but the increasing number of cars and the number of roads are unbalanced (5-10% with 4-5%). Based on the data derives from Dinas Perhubungan Jakarta, there are 46 areas with 100 spot crossroads that often causes traffic jam in Jakarta. The definition of traffic jam is unstable current, low speed, and long queue. The increasing numbers of traffic jams in Jakarta make passer-by feel uncomfortable in mobility aspect.

To increase public transport consumer interest, we need to improve the public transport facility quality to be more comfortable. The progress of science and technology has given great changes at almost all aspects of life. The flexibility and easy access given by mobile device technology especially smart phone makes information distributed faster and effectively.  It happens because technology can integrate various aspects into one unity function. That is why information system on public transportation track through web is made in Jakarta.

The aim of this project is to plan and build integrated social network system to easy access and share information and expression related to public transport through mobile device. In addition, eventually can drive people to love public transport by creating community that related with public transport mania. 

Project Objective:

To perform a collaborative action in a social media integration and movement community those transform people’s awareness so that they will use public transport.

Specific Objective:

To improve understanding and public transportation awareness of citizens in Jabodetabek (Jakarta, Bogor, Depok, Tangenrang, Bekasi) Area (as pilot project) by:

1. Strengthening the cooperation and enhancing transformation idea among all stakeholders in Jabodetabek Areas for public transport awareness;

2. Promoting public transport programmers, example: guideline to use public transport (routes guideline, schedules, etc), creative events that related with public transport, and social media campaign;

3. Providing recommendations for future development of public transport and community development.

 

Situation Analysis:

Strength

1. Has the change movement network and social – environmental across the field at national and international levels.

2. Supported by some communities and social institutions that can resolved social problem and public transport service in urban city.

3. It is a new step in finding innovations and significant changes in the management of urban public transport revolution.

Weaknesses

1. Weak public transport information database, an index of consumer satisfaction, and improved the quality of the social environment in a city regularly.

2. Different background and goals to be achieved in each of the stakeholders who play a role in improving the management of public transport.

3. Weak oversight and control functions directly in terms of improving management of urban public transport.


Opportunity

1. Be able to establish cooperation between the city government and the province government of connecting public transport point.

2. Create a system of communication between members of the public transport users.

3. Being the only one online media that gathers the whole activity of public transport in a city and community forums that can improve the quality of service of urban transport.

Threats

1. Pressure from the owners of the public transport company that does not support this idea.

2. The existence of mental and character of the community that has not been receptive to new things and may damage the facilities of public transport.

3. Functions of the movements that overlap with other communities where there is similarity in the running of innovation programs.

 

Sustainable Analysis

Potential

I) There is no integrity social network that popular among the people to express their expression such as stress; enjoyable; pride; and etc. while they are using public transport. So their comments, their expressions are still random detection.

II) Jakarta has high population of youth who will use public transport to go to their work places, their schools, and other society activities places.

III) Most people in Jakarta has used the social media.

Challenge

I) Mind set of people that public transport is dirty, dangerous, not comfortable and complicated to use.

II) Government mentality to enforce the public transportation laws.

III) Using private vehicles is prestigious lifestyle.

IV) Mostly public transport doesn’t have certain schedule.

V) Aloofness from citizen passengers and transport providers then even to be worse because skeptical of people to see the public transport.

Strategies

I) Start to promote that public transportation is comfortable and fun to use by provoking people in social media such as taking selfish photos, posting comments or complaints.

II) Make people gather and do positive activities related to public transportation, such as making the trash can near the public transport stop.

III) Make video to encourage people to use public transport.

Development

I) By promoting intensively, we will create the branch movement in other cities in Indonesia and make youth move to use public transport.

II) This integrity social media will grow time by time and make people feel the existence.

 

Relationship of Project frame work with Millennium Development Goals

Based on the MDGs target that has already become the target of every nation that is to reduce poverty and to accelerate the quality of human resources, Angkoters project is really related to the first target and the seventh target of MDGs that is to overcome the poverty and famine case(first target) and to ensure Environment Conservation (seventh target). In this project, we want to accelerate the policy changes and the effectiveness of changing citizen’s behavior and mentality dealing with active participation in using public transport. The main purpose of this project is mending and increasing the environment quality in city, and this can meet the seventh target of MDGs that is to ensure Environment conservation.

At the seventh target of MDGs, it is found an explanation about to collaborate the on-going development principles with the national program policy, and also to return the missing resources. In here, it is found specific target that we will break down into some on-going activities. The on-going development principle that is being run right now should prioritize the structural construction and technology development preparation aspect. By developing technology and transportation management in fast way, it is better to prepare special strategy step by step which is done by the one who makes the policy. In order to achieve that target, Angkoters is prepared as a media to collect creative ideas and change(think tank) in preparing a new way to improve public transport which can reduce the climate changes as the effect of global warming which is caused by the excessive  CO2 emission from private transport which leads to climate change.

We cannot deny that this project is more related to the seventh target of MDGs that is about environment Conservation issue. But, we try to break down innovative steps to run Angkoters project, that is by encourage citizens, especially youngsters to use public transportation with hope in the future this project will produce work field and new space to express their creativity in city corners. Based on the first MDGs target, there is a point that explains about “providing proper and productive field of work especially for women and youngsters”. With this project we will make some changes like to create field of work (vacancy) for women and youngsters. Based on our data, the first MDGs target is still a hard work to do in Indonesia because the number of poverty increases and the lack of space for youngsters to achieve productive human resources who works fit with their ability or they can create new field of work.

Indonesia nowadays has the fifth largest forest in the world, but it cannot guarantee for better air quality in every region especially in city. The new program that is made like developing city forest massively tend to cover the government fault in improving the function of public transportation. It does not work well; the government has not totally encouraged citizens to be actively participated to use public transport which can reduce CO2 emission. Related to the energy use or fuel for public transport, we want to provide strategic discussion to introduce fuel that is friendly to the environment.   If it can reduce CO2 emission, Angkoters project enables to support the health issue that is one of MDGs projects.

Overall Goal :

In 2016, social movement and communication among of Jakarta Citiizen in using public transport will increase to 50%.

Time line

1. Preeliminary Plan (Phase 1) :

Information Tracking, Survey, Website Material and Regulation, Social Media Regulation and Material, Google Application (Android) Material, Trial and Error All Media (Probation), Audience Feedback (All Media). starts from September to December 2014.

2. To Form Real Movement (Phase 2) :

Program Campaign (Video and Picture), Research Activity, Program Roadshow, Community Forum, Program Quiz or Competition, Street Campaign (Direct Promotion). starts from January to June 2015.

3. Capacity Building (Phase 3) :

Preparation Coaching and Training Material, Invitation to Target Group, Strengthening All Course and Evaluation, Simulation Activity (All Media), Management Conflict (Simulation). starts from September to October 2015.

4. Action: Running a Social Media Integration and Social Movement (Phase 4) :

Running All Media Initial Movement Activity, Online Class Movement by Social Media, Public Transport Campaign and Information, Public Media Collaboration. starts from September 2015 to Februari 2016.

5. Evaluation, Publication, and Stakeholder Meeting (Phase 5) :

starts from April to June 2016.

6. Start developing program in All Cities in Indonesia (Phase 6) :  

start from January 2017 to December 2019 (3 years).
