Update building codes to encourage/require green technology.
In late 70's, early 80's I became aware of passive solar, cool tubes, and gray/brown water technology. I soon became frustrated by codes, permit process, and the general resistance of contractors. I would propose an effort to address these barriers to change. This may require lobbying or other actions which I have no real understanding of. Any input or suggestion is welcome.

Who will take these actions?
Government authorities encouraged/pressured to institute changes. Business may be called on to provide cost and site specific advice etc. Organizations may called on or formed to provide a lobby platform if necessary. Anyone may offer suggestion or help in refining this plan.
Where will these actions be taken?
Though originally intended for US metropolitan codes, this could potentially be adapted for any community where governmental guidelines are outdated.
How much will emissions be reduced or sequestered vs. business as usual levels?
What are other key benefits?
Reduce impact on municipal services, water and power. Raise awareness of ways to reduce impact on climate, environment, and resources.
