Clean electricty from renewable sources should be bought by the local utility provider at the same,(retail rate)as it is sold.
Description
Summary
Electricity is electricity,..what makes some better than others is how cleanly it is produced. If we cannot get a "carbon tax",..then can we get a fair rate for consumer produced clean energy? Currently State laws vary widely with some states taxing electricity made from wind and solar. What I'm proposing is that consumer produced clean electricity, be valued at the retail rate that the local utility charges for it's dirty energy.When over-produced,..it would be bought at the retail rate,..and not the wholesale rate as is often the case now. This should be first required in regions where compliance with clean air standards have not been met. This would shorten the pay back period in renewable energy and therefor increase it's demand and usage.

What are the proposal’s costs?
The major utility AmernMissouri will need to be more aggressive in clean energy production if it does not wish to see unsustainable loss in profitability. It will need to alter it's current business model,..that relies heavily on the burning of coal.

This could be done fairly quickly,..I should think,..over 5-to 10 years.
