As authors of this proposal, we take full responsibility for its content. However, we acknowledge the valuable feedback we received during its final preparation from Mark Bird, Sara Manaugh, John Shields, and Rose Strickland. Thank you.

I think you have a significant idea here in the floating solar panels. I'd also like to see this proposal incorporate a "save the water now rather than pay the price later" approach and require Nevada Water Authority to maintain water levels in lake Mead or cut water flow. The current strategy seems to be to use water as usual and hope for a climate restoration or some other "straw" from a water source elsewhere, like Baker. Hoover Dam power production and maintenance of the water levels at no less than 30% below peak could be made a requirement. When the water is gone, it will be a cost and a problem. Why not deal with it aggressively now?

Scrapsparcs, thank you for your support. Your comment regarding water conservation is spot on. We are very much aware that we are proposing a power plant solution for an earlier water augmentation proposal, not a comprehensive water resources management plan. We agree it only makes sense that every possible cost-effective water conservation measure is taken before going after new sources of water.
