I think you identify yourself as fusion advocate. I hope you know physics. The well known thermal mechanical energy conversion relationship clearly indicates that one Calorie has 4.2 Joules of energy. Putting it in a different way, water with 1 degree Celsius temperature change gains as much thermal energy as the water moving at 90 meter/second (over 200 mph). The most abundant stored energy in the ocean is in the thermal form. Ocean thermal energy is the most abundant stored renewable on earth. Ocean current cannot hope to compete against ocean thermal energy. I hope you read my entry 'Cost effective OTEC (ocean thermal energy conversion) Electrical Power plant' to know about a much better proposal.
