| It would be interesting to target this to specific countries where use of coal is growing, however, these countries may not be developing in the purest sense—China and India for example. What is the opportunity cost of focusing on coal versus cleaner forms of energy? Where does the improvement to public health play in? |

| Proposal contributor Part of what I proposed, though not the focus, is to evaluate the political systems of target countries for approaches to deployment. Coal v other forms of energy, probably in the emerging world this is not relevant. The consensus opinion seems to be that coal is going to be the fuel of choice, in which case pressure and support from the developed world regarding environmental concerns is a very highly leveraged approach to global pollution. Improvement to public health: um, seen a picture of Beijing lately? Emissions of the traditional pollutants, NOx, SOx, unconsumed volatiles, soot and their contribution to photochemical smog is well characterized in terms of its effect on human health. |
