Definitely a different take on bike storage. Density might be on the low side, and some folks will have problems lifting the bike into the rack. Protection against the weather is a plus. Significant costs might be offset through a payment systems that seems to be suggested. Would be good to have a cost estimate as well. Could commuters rent a box on a weekly or monthly basis as is common for indoor car parking?

I think Martin B has some good questions. This is a very cool set of thoughts about how to do this. If you have seen the bike garages in DC or in Amsterdam, you know that they can be very messy. It would definitely be nice to make the system less of a jumble.
It would also be cool to include some other types of parking systems for bigger or goofier bikes. Perhaps do this in conjunction with the BikeRings.
