As a comment especially for other readers: This proposal relates to Benjamin Barber's TED talk on "Why Mayors Should Rule the World." To learn more about why this proposal might be a good idea, check out the talk!

As a question: How do you define "city?"  Is it possible to find 2020 different cities in the US? According to Statista, there are <1500 cities with >25,000 people in the US, and the U.S. Conference of Mayors limits membership to cities with >30,000 people.  "2020 cities by 2020" is a catchy title, but is it a reachable goal?
