Collect fees systematically and then refund; would be quite an exercise that would lead us where we are, will not advance society in the area of climate change mitigation and prevention.

Agreed. You need to flush out your ideas. I like the plan, but I need more information.

To clarify: everyone gets the same size dividend. The monthly dividend is not based on how much they have spent on carbon. So, people are motivated to spend more of their money on efficient, clean energy, and less on fossil fuel products. Businesses will shift their products as well.
It is a well thought out plan.
