The legal implications of carbon sequestration can be a complex matter, especially in developing countries. Granting landfills carbon sequestration credit essentially encourages landfill expansions and the legalization of offsite landfills in remote locations. In my opinion, the sequestration credit should be reviewed in a case-by-case manner to ensure low rate of decay and low environmental impact, especially since underground water resource is valuable in arid climate in the first place. The execution of this proposal needs to be tightly controlled and monitored.
