COMMENTS:

Rainwater harvesting is important and in use worldwide. This proposal provides a well written discussion of how to implement at a specific location. However, the proposal could basically be a chapter in a textbook on how to do rainwater harvesting. There's no real proposal for a path to action.

Rainwater harvesting is a very common adaptation project component. Both rooftop and in micro-dams and such. There are examples of successful demonstration projects triggering national legislation mandating new buildings have rooftop harvesting devices (eg Seychelles). The proponent suggests 'worldwide' as where to implement, this is of course both impossible and not even advisable. Rainwater harvesting devices in wet climate areas would be a waste of money (and possibly introduce disease). The proponents should put more effort into where exactly they wish to do this, and how they can impact legislation to ensure scale up.
