Additional comments:
This proposal addresses the integration of adaptation into climate change planning in Brazil. It is not clear however, that the proponents have access to the decision-makers necessary to implement the proposed adaptation planning tools. Coalitions require time, trust, and resources to develop - the proponents should consider what role they might play in facilitating the creation of this coalition. It is also unclear how the proponents plan to integrate climate data (and what data specifically) into decision-making. Just awareness raising and a resolve to help people make climate smart decisions do not constitute a smart project description. Many initiatives working towards climate-resilient cities are under way including for Rio de Janeiro by the World Bank.
