Great and innovative proposal! I think there is definitely a lot of potential for these energy kites and as you highlight, indeed, the technology is there. Something that came to my mind while reading your proposal would be address the costs (monetary, environmental, etc) associated with the transport of condensed CO2 from the power plants out to sea at these ocean-bases manufacturing plants. I think it could be very useful for your proposal to provide some more detail and specifics on what has been the success or metrics from the US Navy Laboratory and what would be needed to scale-up with out adding more environmental costs due to transport. 

Great idea and looking forward to hearing how it evolves!
