I like it!

Might need to push it out a bit. 2020 is coming up fast.

But, unfortunately, it would probably run afoul of corporatized trade deals.

Also, there might be a legitimate free trade argument that the proposal should not specify whether the oil is domestic or foreign. (Even Friedrich Engels said that “protectionism is at best an endless screw.”)

Maybe you could talk more about the existing subsidies for fossil fuels; in comparison to those for renewables?

It would be good to have more details and set a path towards the plan that you propose.
