Flowing water provides vitality to the surroundings. By slowing down the river you will slow down activity in the nearby town. I myself live in a town where there is a dam and hydropower plant. There are a lot of problems and the activity in the streets near the river is very slow.

Hi Naresh,

There is some nice information here about an existing solution. I just am concerned that the costs do not fully include externalities, such as the disruptions to surrounding areas that deivisbluz indicates. Maybe you could address those concerns or add some new elements to the solution that might help address those problems.
