Thanks for your novel proposal. Unfortunately our judges have decided not to progress it to the next round but here are some constructive comments:

1. Feasibility: More background and a fuller assessment of feasibility and impacts would be beneficial.
2. Economics and financing: Much more work needs to be done to investigate financing options from federal, state or private entities.
