The judges decided that the proposal was not sufficiently developed at this time. The proposal needs more work on the following elements:
1. How much will emissions be reduced or sequestered vs. business as usual levels?
2. What are other key benefits of the project?
3. What is the time line?
4. What are the related proposals and references?
The judges encourage the proposal author to come back next year with a more complete proposal.
