To be more competitive, can the authors address the key question on how to get companies to commit to voluntary participation while increased prices may decrease sales and impact shareholders profitability?

Heading now says 'Research & Development' and goes on to explain the determining of R&D focus/expenditure and source of funding. - 'Who will take these actions'. Some tightening of text as well as explanation for how to convince companies to participate in a voluntary scheme such as this. |
