While the project included the promising suggestion of a measurement and reward structure, the description was inadequate.

The proposal describes many aspects of the problem, but fails to present a clear path to achieving the goal of reduced emissions. Furthermore, suggestions related to transport and taxes are not relevant enough to the goal of the contest.
