The proposal addresses specific concerns with the use of technical solutions combined with engaging local actors, providing extra benefits added to quotidian development assistance. The flood warning angle is more oriented towards very rapid events, such as tsunami or glacial lake outburst, where a water sensor triggered alarm might make sense. Having a loudspeaker with ability to deliver instructions on streetlights is very versatile for many types of emergencies (or even other announcements). The proponents have made good effort to think about local context for maintenance and sustainability. The focus on one site is realistic, however the proponents should consider testing this technologies employability with other hazards, although at an early stage of development t is worth testing this model.

Judges'' comments
The Judges valued the simplicity of this approach, and that it involved an expanded use for ordinary street lights. The would like to see more elaboration on how to deal with maintenance, false warnings, and testing/awareness amongst the community. Please elaborate on the multiple benefits such lifetowers can have as well as more on the sustainability of the project and life span of such lifetowers.
