The waves you mention created by the weather are the product of such huge input energies that probably only equivalent energies could generate a counter wave. Also, you would have to monitor the fluid flow in enormous detail with huge computing power to analyze that I this it unfeasible in every way. Rather we have to look at building design and spacing to mitigate damaging waves; aircraft wings have been studied and shaped by this analysis, and I think many buildings too.
