Business leadership's civil societies network address own strength & currently spent interventions to sustainable disaster risk reduction



Businesses continue any disaster conditions in their areas.  In the disaster business are negatively affect or fluctuating their profit due to clients or customers economic loses, physical damages, stress behaviours of customer and evacuations etc. 

When economically healthy and growing environment business gets more benefits.  Thought local business willing to supports to community no mechanisms avilable at local.  

Kegalle District chamber take this opportunity to aware local business on climatic issues and its negative impacts to motivates local communites.  Local business leaderships networks with the all civil society actors likes governments, private sectors, insurance institutions, communities likes farm and non farms, religious, NGOs and CBOs. 

Chamber strengthens their networks with all civil society actors and form 11 Local Disaster Management Forum LDMF) at their levels.  District Disaster Management Forum (DDMF) form with the participation of local leaderships.  DDMF forum represents by the key government and other civil society actors.  The DDMF networks with government and private sector, insurances, NGOs, services to coordinate to serve community more effectively.  The government extension services will address climatic changes related technical trainings.  LDMFs address the community actions at grass root level. 

The business leadership forme and raise Social Protection Fund (SPF) in DDMF as their CSR.  The SPF has in kind and finance to support community actions and quick emergency responses at local levels.  The fund manages by Chamber with DDMF stakeholder’s representatives.  DDMF and SPF address the deep rooted issues related climatic changes and social risk reductions actions likes career guidance for youth, environmental friendly livelihood trainings & practices, Vocational training, value chain developments, vulnerable child sponsorships for education, stress management interventions, community awareness, lobby & advocacy for policy issues ect.

What actions do you propose?

  1. Behaviours depend on their Attitudes and field Context (ABC Ice berg theory) Attitude and Context invisible and only Behaviours can be visible. Commonly the projects activities are focusing attractive activities satisfy the community demand rather than change the contest and attitudes to sustainable solutions of the community.  Issue of the climatic risk at community negatively behaviours likes expecting NGOs and government relief and free shelter etc.  These type of negative habits could be change in to take own strengthens to maximize social protection through their attitudes and context changes.

In other way community level climatic risk is main (core) issue or problem. There are several numbers of root causes or issues related to main problems (Problem Tree theory) likes policy issues, decisions, attitudes, financial, leaderships, communication and bad environmental practices in community ect. This proposed activities address the root causes the main issues to gives to solution for main issue.

Proposed Activities

Conduct kickoff meeting at district level with key stakeholders

Purpose of the meeting is to aware key district stakeholders and gets their supports to the project.

The meeting organize by Kegalle District Chamber of Commerce, Industry and Agriculture. This is a half day program organized in the evening. District government agent, 11 Divisional Secretaries, Member of District Women federation, Youth representatives, farmer society leaders, (Buddhist, Hindu, Christian and Islamic) religious leaders, Government Disaster Management Centre, SMEs and Business leaders participated.

13 half day awareness meetings at local stakeholders at local level

Chamber conduct awareness to SME leaders and awarded district business cluster in to 13 divisional levels unites.  These 13 leaders organised and conduct meeting with civil society members at their local level. Community aware on trend of climatic changes, disasters management, mitigation, affected communities, mitigation suggestions of local led social security system so on.

Conduct 90 local businesses leaders ToT training on climatic changes and disaster management.

Purpose of training is motivated and capacitated local leaders available in their level.

Conduct 5 day deep training on climatic risk related for selected leaders.  The training include facilitating and community mobilizing skills, adult training techniques, presentation skills etc. They developed as field level voluntary facilitators/ actors.

Conduct 3 day residential training for 260 voluntary civil society leaders

This training conducts by local business leaders (ToT participants) with support of climatic changes experts. The participants group working as a volunteer in their localities on climatic risk reduction. They address the local level disaster and environment issues. Monthly fallow up are done by their cluster leaders and by Chamber.

Form 13 Local Disaster Management Forums and conduct monthly meetings (LDMF)

Local business leaders organized in to 13 divisional forums in the district with other civil society leaders participations.  The forum address direct and indirect issues related to climatic issue at local level. 

Form District DMF and conduct meetings (DDMF)

8 – 10 month after District Disaster Management Forum formed by local representatives. President become civil society leader and secretary become District Chamber of Commerce. This forum represent by Government, Business, NGOs, CBOs, Religious, Women, Youth with an LDMF representatives for climatic issue.  Unsolved LDMF issues brings to DDMF to take further solutions or policy levels.

Form Social Protection Fund and its promotion works (SPF)

District DDMF formed in kind (School books, Stationeries, school bags, Shoes, foods) and Finance fund at district level. The fund form by business leaders with other donors to supports to quick disaster response (Emergency Relief before others interventions), support community initiated risk reduction interventions and social protections. 

Conduct participatory climatic risk mapping and community awareness

District pocket areas participatory hazard & risk mapping conduct. Based on the information and data collected, volunteers conduct participatory community awareness through discussions, leaflets, posters, street dramas and other mode of communications. 

Developed participatory climatic risk management plans at local level

The facilitators with experts develop own local level participatory climatic risk management plan based on the mapping with community responses. This participatory develop plan give to local authorities to annual planning. Climatic sensitivity civil society members agreed to dos & not dos at their levels and local solution for themselves.  The issue on unsolved at their level send in to district level for take decision or lobbying at national level.

Climatic sensitivity community environment friendly initiatives at local level

Government institutions coordinate to community environment friendly livelihoods and agricultural practises. SPF and direct business community support coordinate by chamber. Examples: Soil conservation, solar energy at business places, environment friendly emission system, tree planting campain, organic product etc.  The businesses owners promote climatic sensitive business with their clients (suppliers, producers, customers) and create own business evaluation system and ranking system on climatic risk.

Children and youth organized environment friendly campaigning and voluntary works

  1. youth and children (School/ club program) conduct child friendly environment programs at local levels. These are aligning with local plans.


Conduct Lobbying and Advocacy events

Local level identified issues address in their local forums and unsolved issues brings to the District forum and take decisions at district level. Unsolved issues in address at provincial and national level by district leaders’ representatives link with other national forums on climatic risk and social protection.  The DDRM forum coordinates with chamber to create community friendly insurance schemes, more compensation for crop insurance etc.  Chamber regular contact with insurance companies and lobby for climatic issue related insurances.

Promotional material production

The community awareness promotional material product to focusing on climatic issue, management, protection, sensitivity action, DR Fund developments.  

Contribution to Social Protection reserve Fund

This proposal proposed to allocate contribution to Social Protection fund.  This allocation motivates business and other communities to funds more.     

Monitoring & Evaluation

This integrated climatic insurance mainly in to two, community in their level and external interventions.  Participatory monitoring to community levels to measure the quantitative and qualitative changes. 

Out come and impact level changes monitoring by with all stakeholders.      


Case study and positive impact plan in to written document.

Youth and Women Career guidance and employment

Business community promote environment friendly new business and its skills among the youth.  Organize career guidance and job placement days by private sector communities with climatic issues as cross cutting.  Promote environment friendly new youth business (job creation) and products and link with the supliers or producers by business communities.  Necessary business mentoring are done by private sector communities.  

50,000 Tree planting as insurance 

Communities including youth and women in vulnarable areas organised tree planting campain by DDMF.  Value of each tree calculated after 25 years will be LKR 100,000.00.  Tree managment up to 3 years by community through food for works or calculated managment cost save their individual bank accounts as insurance by SPF.
