Low cost protected house and Initial mother seed lot is critical for regain agriculture livelihood after weather impact to rural farmers

Summary
Sri Lanka is one of the countries most vulnerable to global climatic changes. This is due to the droughts, floods, heavy rains, landslide rises and tornadoes of the 2016 and 2017 Domains, the rush of heavy rains, the increase in dry and hot days.
n the last two years of over two years of drought in 2016, nearly 32% of the yield of the cultivation land was completely destroyed in the 2016/2017 Maha Season. The water level of the reservoirs has dropped to 30%. More than one million people in 23 districts face insecurity and food insecurity. The price of rice has increased by 40%. . Due to the low water level and the shortage of seeds in irrigation schemes, the paddy production in 2017 Yala season will be reduced to 1.15 million metric tons, five years by 40% compared to 2016.
Overall objective this project is support to regain natural disaster affected rural farmers by providing essential agriculture inputs and technologies
Other objectives of the project are.
- Improve the knowledge and skills relevant to the climate smart agriculture.

What actions do you propose?
Preliminary study will carryout of the target location through field observation, secondary information and rapid rural appraisal to understand the ground situation and fix the bench marks.
Project appraisal will carryout as second steps with support of information gathered through initial field study and it will done by expert panel.
Basic awareness meeting will conduct to aware different stakeholders and beneficiaries of the project.
Development of technical manual for training and implementation.
Negotiation with national insurance trust fund and insurance companies to development and implementation of index based overall insurance program.
Negotiation with department of meteorological and telecommunication companies for setup delivery system of weather information.
Establishment community seed bank.
Training of farmers on climate smart agriculture techniques.
Distribution of inputs for climate smart agriculture.
Implementation of new insurance system.
Establishment of climate risk adaptation trust fund
