Much needed while not entirely novel. Highly feasible, involving "all the right partners" in the region. Impact is as a lever to move a national process forward, and while the impact of the pilot in terms of strengthening research foundations for index insurance are clear, the impact on smallholder farmers remains very limited, and large-scale impact will be contingent on leveraging much greater investment from government and the insurance sector in Ivory Coast. These outcomes are foreseen, but will likely require quite a bit of additional investment in furthering the policy processes. Linkages to regional food security dialogue processes could risk diluting the results feasible under the proposed pilot, however connecting the dots with the CEDEAO Securite Alementaire & Nutritionel and national resilience program processes could also be helpful in leveraging policy consensus across major food security-climate risk-disaster management policy frameworks such as the SDGs, Sendai Framework and Paris Accords.
The thrust of the proposal revolves around awareness raising following inventory of agricultural insurance and do a promoters' capacity development. There is a need to indicate better the synergy with the ClimDev project that is already ongoing and how the findings from this project would help it.

Thank you very much for your proposal to our contest. Our judges have decided to advance your proposal to the Semi-Finalists round. For the revision phase, we would like to provide you with some feedback from the judges that should help you improve your proposal and address open questions for the finalist round.
The judges found the proposal to be well written and thought through and agreed that the proposal demonstrates comprehensive understanding of climate risk insurance, where a starting point is availability of robust risk information, high level of awareness among different stakeholders, and capacity.
Judges highlighted that since the index scheme will rely on the development or strengthening of capacity to provide climate services, one omission that will need to be addressed is the importance of engaging the national forecasting service/s which are likely to require both policy (mandate and budget) and technical assistance in developing agro-hydrometeorological forecasting for the specific crops to be selected, and to determine the triggers (probabilities and thresholds) for payout on the policy/premiums. The national hydro-met structures will need to develop this capacity in cooperation with AGHRYMET and ACMAD and it would also be important to look into the role of PRESAO, linkages to FEWSnet, etc. in the regional context.
Judges saw the involvement of government agencies and close alignment with ClimDev project will be critical for taking forward implementation of the measures recommended by the proposed feasibility study. Since the study will focus only on areas covered by ClimDev project, more information will be needed on agroclimatic and wider socioeconomic conditions of the area in order to determine the scope of the proposed index-based insurance. Judges also recommended hee inclusion of information on wider legal and regulatory framework for agriculture and insurance will be required to take this proposal forward.
Please note also that, as semi-finalists to the contest, you are requested to provide a detailed budget for the spending of the seed funding (40,000 euros) that the team winning the Judge’s choice award will be granted for the implementation of their proposal.
