The idea of a sustainable building is not clear; it is missing a referenced state of the art and a clear explanation of the proposal (that is partially explained in the summary). However, generally, the proposal appears not completed.
More technical detail is needed to assess the feasibility of this proposal. Its very vague what a black pavilion building might be, other than being large and 15 million Euros.
