How would this overcome the challenge that MRV systems are not in place? This would be more an idea in the future to track carbon credits that have gone through an MRV process. IOT and blockchain seem to not address the problem the submitter wants to address.
It would be extraordinarily inefficient and intrusive to attach install tech to transmit data to "a government repository" from every point source and non-point source owned by every carbon-liable company in a given jurisdiction. A practicable proposal might suggest the development of a protocol/standard/methodology for certain types of firms/plants to use IOT internally to monitor energy or emissions. This daunting scale of the proposed concept is illustrative of why upstream carbon taxes are so much more appealing than mid-stream carbon pricing.
