Careless of us, at public places regarding the working of electrical equipments lead to cause hundred multiple MWs of energy wastage daily

Summary
Mostly on the conscience ground, area of ours, in concern with electricity saving especially for public places electrical equipment not only reduces but tends to zero... Whereas in case of our houses it again increases back to some non- zero as the paying bills are in direct from the pocket irrespective to that for the public places bill...
Retaining the non- zero of it is the actual problem in today's world not for the mean of saving money only either directly or indirectly but for saving our climate change, resources etc.

What actions do you propose?
Retainment of our non- zero area on conscience ground for saving electricity of public places can done in many ways:
1. If found that any electrical equipment working is of unnecessary, then ask the corresponding person about to it...
2. If the electrical equipment like fans, bulbs etc need to be use by any person than have suitability for it, for example in class rooms when entered by a student instead of holding the place of one, what they found to do is the roaming of thier hands around the switch board as consequence all bulbs, fans etc get on as the reason is that they did not have corresponding mark on it, which must need to be taken care of...
3. Having drop box/ phone number in public places for complaint etc...
Who will take these actions?
The action in support of this is not of category type but a collaborative effort with a major involvement of governments in to it

The proposal is not limited to specific geographical locations but for the entire globe.
