A very important proposal! 

I'm not 100% convinced people would be happy with giving away their information, but maybe you can draw some inspiration from a startup trying to upturn insurance industry using behavioral science & economics?..

This is a provocative idea. I think, however, that money reserved for "insurance" would be better spent training locals on the ground and empowering them with the skills to repair their systems rather than depend on an insurance market that they cannot control, particularly in emerging communities. Perhaps this insurance market better suits established economies that are transitioning to distributed energy systems and are likely to do so in a more "hands off" way, i.e. rural areas of Canada, Australia, US, etc.
