The proposal seems to be to foster entrepreneurs in the forestry and landscape sector in Latin America. It draws on a few relevant REDD+ type proposals and mentions SDG's. The proponents make no case for why such entrepreneurs would be useful in achieving SGD goals related to landscapes/forests, they seem to assume it to be true. Nor is it clear why real entrepreneurs would benefit from this project, as opposed to simply being successful entrepreneurs in the free market. The proposal does not mention any substantive content - ie the reader has no idea what sorts of business the entrepreneurs would be engaged in other than it being in the field of forestry.
