Judges'' comments
Judge 1:
All the "imagine" situations proposed are practical reality in all major metropolitan areas - e.g. bike sharing, metro, ride-sharing/taxis. The proposals seems to suggest that with sufficient scaling, they would remove the need for privately-owned transport. This belief is not substantiated in the text and the way to reach there (esp. how to confiscate or revoke the license for all private vehicles) is not offered.
Judge 2:
This concept has been proposed before, and could work in certain cities, but may be more challenging in larger cities with less developed public transport systems. Many elements of the proposal already exist in a number of cities, and have had some success (e.g., shared bike schemes). The proposal would be strengthened by details of how it is different and more novel than existing bike schemes, and a quantification of the benefits.
